Kentucky Republican Thomas Massie introduced eight articles of impeachment against Hegseth on Sept. 15, four of them over the war with Iran, which he calls illegal because Congress never authorized it. Others concern military operations in Venezuela and Yemen. Massie, who lost his primary to a Trump-backed challenger this spring, said he wanted to leave "a marker in history."

Because the resolution is privileged, the House had to act within two legislative days. Instead, Republican leaders, who said the timing had nothing to do with Massie, canceled the last votes before the midterms, pushing the vote to after the House returns on Nov. 9.
